The fatal attack occurred as the patrol team navigated a known volatile zone heavily infiltrated by the notorious gang coalition Viv Ansanm, which has defied state authority and escalated its armed resistance in recent weeks. The advisory, dated March 18, 2025, cites increased risks of crime, terrorism, civil unrest, and kidnapping. According to the embassy, areas along the Kenya-Somalia border—including Garissa, Wajir, and Mandera—are flagged as high-risk due to persistent threats of terrorism. Tana River County and the coastal region north of Malindi were also included in the list, with warnings of potential attacks and kidnappings. Beyond terrorism, the embassy raised concerns about banditry in parts of West Pokot and western Turkana County. Additionally, a 50-kilometer radius around the Ethiopian border was classified as a danger zone due to cross-border conflicts.
