Natembeya Under Fire as Senate Probes Ksh9.4M Kitale Hospital Fund Misuse

Trans Nzoia Governor George Natembeya is facing intense Senate scrutiny following revelations by the Auditor General that Kitale Referral Hospital’s financial records are in disarray, with Ksh9.4 million withdrawn illegally to fund the county’s participation in the 2023 Devolution Conference.
The Senate County Public Investment and Special Funds Committee, led by Senator Godfrey Osotsi (Vihiga), termed the financial mismanagement a blatant violation of public finance laws. The Auditor General’s disclaimer on the 2023/2024 financial statements pointed to missing financial records from previous years, making an accurate audit impossible.
“Governor, public funds must be properly accounted for. The Auditor General couldn’t even form an opinion on these statements. This isn’t just an anomaly, it’s a direct indictment of your administration’s financial incompetence,” Senator Osotsi declared during the Senate grilling.
Trans Nzoia Senator Allan Chesang slammed the county’s finance department for failing to provide basic records, including a general ledger, trial balance, and cashbook documentation. “If such vital records are missing, how is this hospital being run? This is gross mismanagement,” he remarked.
The audit further exposed:
- Discrepancies in cash balances
- Unaccounted hospital supplies
- Failure to follow approved financial reporting templates
Elgeyo Marakwet Senator William Kisang called for the EACC to investigate the matter and conduct a special audit. “How can there be no opening balances? This points to a deeper problem,” he said.
Governor Natembeya admitted to the Ksh9.4 million withdrawal, justifying it as a temporary borrowing to ensure the county’s presence at the Devolution Conference.
“We had no budget allocation for the event, but I assure the committee that the money will be refunded,” he claimed.
However, Senator Raphael Chimera dismissed Natembeya’s explanation, stating, “If your county can’t even provide basic financial statements, how can we trust that any public funds are being managed properly?”
The Senate committee has now issued a seven-day ultimatum for the Trans Nzoia County Government to submit all missing financial records, including certified bank statements and a full expenditure breakdown.
